ってことなので、インストールしてみる

# rake db:migrate_plugins RAILS_ENV=production

RubyGems 1.3.1 or higher is required (Rails 2.3.5 will fail with RubyGems 1.5.0 and later, stick to previous versions of RubyGems)

ってこだけど

# gem -v
1.6.2

RubyGemsが新しすぎる… のでGemもダウングレードするのも面倒なので断念

参考: Redmineをバージョンアップしようとしてrake db:migrateしたら、rake aborted! (uninitialized constant ActiveSupport::Dependencies::Mutex)
